These records were official documentation used by the Office of the Special Inspector General for Iraq Reconstruction (SIGIR) to update the United States Congress on the progress of their investigations. There are letters from Inspector General (IG) Bowen directly to the Speaker of the House, President of the Senate and members of the numerous committees regulating SIGIR. Additionally there are transcripts and outlines of IG Bowen's numerous testimonies before Congress.
